Terms of reference for probe into emergency health care in Mid West published

The Health Information and Quality Authority (HIQA) has published its terms of reference for an independent statutory review to inform the delivery of safe quality urgent and emergency care in the mid-west region of Ireland.

In a statement, the HIQA said: “The terms of reference have been developed following a request by the Minister for Health for HIQA, as the independent health and social care regulator, to conduct a review under section 8(1)(e) of the Health Act 2007”.

“The review will include an evaluation of the evidence base and key factors to inform decision-making around the design and delivery of urgent and emergency healthcare services, including the case for a second emergency department within the region”.

Following completion of the review, a report of the findings and recommendations will be provided to the Minister for Health and published on hiqa.ie in summer 2025.

Among the terms of referenece for the independent review will be consideration of a second ED for the Mid West, concisdering the findings of previous reports and investigations, including into the death of Aoife Johnson and the establishment of a expert advisory group.
