IN his five years as head of the Limerick Garda division, Chief Superintendent David Sheahan said the issue of horses is the “most complex” he has had to contend with. However he believes that new byelaws for the control of horses, due to be enforced by Limerick City and County Council this year, should help improve the problem. “There have been cases before the courts where people have turned around and said ‘it’s not my horse’. Ownership is the biggest problem. No one owns these horses,” he told members of the Council’s Joint Policing Committee this week.
